Deputados renunciaram R$ 100 milhões em emendas. ALBA quer reduzir mais gastos

Reunião da mesa diretora decidiu por revisão de contratos e cortes de despesas

A Mesa Diretora da Assembleia Legislativa da Bahia – ALBA, em reunião virtual, aprovou hoje (17.04), uma série de medidas de contenção de gastos, mesmo depois que os 63 deputados, de forma coletiva, renunciaram suas emendas impositivas do ano de 2020, no valor de cerca de R$ 100 milhões, para que sejam revertidas em ações de combate ao Covid-19. “Como cada parlamentar tem direito a cerca de R$ 1,5 milhão em emendas, todo esse montante estará à disposição do Governo do Estado para combater essa grave pandemia. E foi uma atitude conjunta das bancadas do Governo e da Oposição. Neste momento, o que importa é salvar vidas”, destaca o presidente da ALBA, deputado Nelson Leal.   

Para a segunda vice-presidente da Assembleia, Ivana Bastos, o Parlamento tem feito a sua parte, mas deve fazer ainda um esforço ainda maior para reduzir, ao máximo, o custeio da máquina legislativa. “O que temos que fazer agora é carrear o máximo de recursos para o combate ao Covid-19. Quando a Assembleia deixa de gastar, são mais recursos que sobram no Tesouro do Estado. Até a próxima quarta-feira teremos um estudo completo das ações do que pode ser enxugado nestes tempos de quarentena, mas, por exemplo, as diárias dos deputados devem ser cortadas”, explica Ivana.

“A ALBA tem sido um exemplo no Brasil pela forma que vem se comportando. Não deixamos de exercer a nossa obrigação constitucional de legislar, ao mesmo tempo em que mantivemos o isolamento social. Temos que dar o exemplo neste momento de dificuldades. Renunciamos em favor do Estado nossas emendas parlamentares e vamos contribuir com uma redução, ou mesmo revisão, dos contratos de fornecimento de produtos e de serviços”, explica o terceiro vice-presidente da ALBA, deputado Fabrício Falcão.

 “A Assembleia vem reduzindo seus gastos desde o ano passado, em um trabalho de readequação do Orçamento da Casa. Agora, por causa da pandemia do coronavírus, esse aperto tem se intensificado, porque as dificuldades serão muito grandes depois que passar todo esse pesadelo. Os deputados abriram mão das emendas impositivas e estão trabalhando para que vidas sejam salvas e o impacto financeiro seja o menor possível nas finanças do Estado”,  concorda o quarto vice-presidente, deputado Soldado Prisco.

A titular da primeira Secretaria da Casa, deputada Maria Del Carmen Lula, disse que a hora é de contribuir para o esforço monumental que a Bahia está fazendo para achatar a curva de disseminação do Covid-19. “Sob a liderança do governador Rui Costa, estamos com índices muito bons no combate à pandemia, Mas, ainda não é hora de relaxar. As finanças públicas sofrerão um grande baque por conta dessa guerra ao coronavírus, os preços de insumos e equipamentos médicos dispararam, por isso devemos economizar, ao máximo, com a revisão de nossos contratos”, defende Del Carmen Lula.

Para o deputado Tom Araújo, que comanda a segunda Secretaria da ALBA, as medidas de enxugamento das despesas vêm sendo tomadas desde o ano passado. “Nossa Mesa Diretora está sensibilizada com a crise econômica que o nosso Estado vai passar. São medidas duras, mas necessárias, cortando na própria carne. Não será permitido ‘vender” férias, as diárias e despesas com viagens dos deputados serão cortadas. De forma prudente, a gestão tem sido democrática, para que as decisões sejam conjuntas em uma situação muito crítica. Estamos mais unidos e nos antecipando aos problemas que virão”, exalta Araújo.

Igual pensamento tem o titular da quarta Secretaria, deputado Euclides Fernandes. “Todo dinheiro público deve ser destinado, neste momento, para a compra de aparelhos médicos hospitalares e implantação e desenvolvimento de estratégias de combate ao coronavírus. O que importa agora é combater a doença, impedindo a sua proliferação e cuidar das pessoas já infectadas. A Assembleia pode zerar a compra de materiais de consumo, diárias e rever todos os contratos administrativos”, advoga Fernandes.
