Como denúncias contra Bolsonaro no exterior podem impactar imagem do Brasil?

As denúncias contra o presidente Jair Bolsonaro no exterior, motivadas por sua postura polêmica diante da crise da COVID-19, atrapalham muito a capacidade de inserção internacional do Brasil, acredita o deputado federal Enio Verri (PT-PR).

Ao longo do último mês, entidades e parlamentares do Brasil enviaram uma série de denúncias a organizações internacionais criticando a postura do presidente Jair Bolsonaro diante do surto do novo coronavírus. Segundo eles, o chefe de Estado brasileiro tem sido extremamente irresponsável em seus posicionamentos, colocando em risco a vida de milhões de pessoas.

​Contrariando recomendações das principais autoridades sanitárias do mundo, Bolsonaro tem se colocado como um dos maiores críticos ao isolamento social imposto para reduzir a disseminação da COVID-19, ora minimizando a gravidade da doença, ora dizendo que as consequências econômicas de uma quarentena seriam piores do que a própria enfermidade.

Embora a visão do presidente e de alguns dos seus aliados não seja, necessariamente, a mesma de todo a administração federal, as colocações de Bolsonaro e de alguns dos seus ministros já têm repercutido no exterior. E, segundo alguns críticos, podem afetar a imagem do Brasil lá fora.

​”A imagem do Brasil fica absolutamente comprometida em um processo como esse. A verdade é que o Brasil, por conta da figura do seu presidente, fica menor”, afirma em entrevista à Sputnik Brasil o deputado Enio Verri (PT-PR), líder do seu partido na Câmara. “Isso vai contra qualquer possibilidade de construção de relação do Brasil com o resto do mundo, isso acaba também prejudicando a iniciativa de outros países que queiram construir conosco parcerias culturais, mas, principalmente, econômicas. Porque, na verdade, as relações internacionais estão muito voltadas a duas questões: primeiro, à manutenção da paz; e, a segunda, às relações econômicas. E a postura de Bolsonaro não ajuda nem uma e nem outra.”

Segundo Verri, os desentendimentos recentes do Brasil com a China, evidenciados em declarações agressivas de membros do governo brasileiro ao país asiático, são um exemplo claro de como posicionamentos polêmicos adotados pela administração Bolsonaro podem prejudicar o Brasil.

“A China representa quase 24% do destino das exportações brasileiras. Quando a China, por exemplo, recentemente, deixou de comprar soja do Brasil para comprar dos Estados Unidos, quem perde é o agronegócio brasileiro. Esse é apenas um exemplo de tantos outros.”

O deputado defende que, para um país ser desenvolvido, ele precisa de “produtividade”, “justiça social” e “capacidade de inserção internacional”, e, sem isso, dificilmente, o Brasil poderá sonhar com desenvolvimento e expansão de sua economia.

Para o advogado Antonio Fernando Pinheiro Pedro, também ouvido pela Sputnik Brasil, para entender as consequências dessa “avalanche de denúncias” contra o governo brasileiro, é preciso entender que a atual administração se divide em dois grupos. Enquanto um deles está submetido “pessoalmente” às vontades do presidente, “continuamente em campanha”, o outro, formado principalmente por militares, estaria efetivamente defendendo os interesses do país.

“E esses militares formam a linha de frente do governo Jair Bolsonaro. Este é o governo que está trabalhando pelo Brasil, que coordena as ações dos ministérios, que faz a máquina funcionar e que está empenhado, inclusive, em se articular com o Ministério da Saúde, visando o combate à pandemia”, afirma o especialista.

​Pedro acredita que, embora essa ala mais profissional esteja mais direcionada para a governabilidade do país, a outra busca constantemente uma política de enfrentamento, levando a uma “politização autoritária do processo democrático brasileiro”.

“E isso é o que tem preocupado não só as instituições brasileiras, como também as instituições internacionais”, opina.

O advogado argumenta que o discurso de desobediência civil protagonizado pelo presidente da República não está identificado com o que “realmente está fazendo o governo federal”. Para ele, se, por um lado, as denúncias contra o governo tenham como objetivo demonstrar repúdio a essa postura mais polêmica, por outro, tentam se aproveitar “desse conflito” para “reforçar as ações de desconforto dos setores globalistas mundiais em relação à política soberanista adotada pelo governo federal a partir do momento em que o presidente Bolsonaro tomou posse”.

“Não só nós estamos levando uma imagem que não é condizente à governabilidade que se está instituindo ao país, como também estamos começando a ver essa má imagem se refletir junto ao próprio eleitorado do presidente”, afirma.
