Ilhas Malvinas ressurgem na agenda da Argentina com novo presidente

O Poder Executivo do país publicou três novas medidas que visam retomar o diálogo internacional e bilateral com o Reino Unido sobre a questão dos territórios do Atlântico Sul.

Cumprindo as promessas feitas em seu discurso inaugural, o presidente argentino Alberto Fernández anunciou um conjunto de projetos de lei para fortalecer a posição do país diante do Reino Unido em relação à soberania sobre o arquipélago, as áreas marítimas e os recursos naturais das Ilhas Malvinas.

Há uma mudança de tom significativa relativamente às ações do governo anterior de Mauricio Macri (2015-2019) no que diz respeito à posição da Argentina frente à recuperação dos territórios do Atlântico Sul. Agora, o poder executivo do país promove três medidas destinadas a obter o apoio de todas as forças políticas para unificar uma estratégia a longo prazo de ações internacionais.

Plano da Argentina para as Malvinas

• Criação do Conselho Nacional das Ilhas Malvinas, Geórgia do Sul, Sanduíche do Sul e Assuntos Marítimos Correspondentes

A entidade incluirá representantes do governo e da oposição, veteranos da Guerra das Malvinas (1982), acadêmicos, juristas e delegados da província da Terra do Fogo, à qual estes territórios correspondem de acordo com a lei argentina.

“Esta iniciativa é uma tentativa de assegurar que a questão das Malvinas seja definitivamente considerada uma política estatal, através de um espaço pluralista, para que seu tratamento não seja mais deixado aos interesses particulares de determinado governo”, disse Andrés Dachary, secretário das Malvinas, Antártica, Ilhas do Atlântico Sul e Assuntos Internacionais da Terra do Fogo, à Sputnik Mundo.

Assim que tomou posse em dezembro de 2019, o presidente Alberto Fernández restabeleceu como secretaria a área do Ministério das Relações Exteriores dedicada à questão das Malvinas, e colocou à sua frente Daniel Filmus, que havia ocupado este cargo nos últimos anos da presidência de Cristina Fernández de Kirchner (2007-2015). Durante a presidência de Mauricio Macri (2015-2019), a área passou a ser apenas uma subsecretaria.

• Nova demarcação do limite externo da plataforma continental argentina

A plataforma continental do país será estendida de 200 milhas náuticas (322 quilômetros) para 350 (563 quilômetros), conforme decidido pela Organização das Nações Unidas (ONU). A política visa reforçar os direitos de soberania e aumentar a segurança jurídica no contexto da exploração de hidrocarbonetos e minerais.

Em março de 2017, a ONU aprovou a expansão do espaço marítimo da Argentina em mais de 1,7 milhões km2, elevando-o para mais de 6,5 milhões km2. Isto significa um aumento de 35% na sua área soberana, o que lhe daria o controlo sobre os recursos naturais do fundo marinho.

Desde 2010, as companhias petrolíferas estão explorando e prospectando hidrocarbonetos nas águas próximas às ilhas. Em março de 2011, o Congresso da Nação Argentina proibiu as atividades petrolíferas na plataforma continental argentina sem autorização, incluindo o arquipélago. O Reino Unido apelidou o passo de ilegal.

“Quando falamos da reivindicação das Malvinas, estamos falando também da base militar britânica de Monte Agradable [no arquipélago], que tem controle sobre nossa plataforma marítima e as passagens oceânicas Atlântico-Pacífico, e sobre a especulação de que o governo britânico está olhando para a futura discussão do Pacto Antártico em 2040”, disse Edgardo Esteban, um ex-veterano de guerra e diretor do Museu das Malvinas, à Sputnik.

• Modificação do Regime Federal de Pesca

Esta medida vai aumentar as sanções contra as embarcações que pescam ilegalmente em águas sob jurisdição argentina, ou em águas onde o país tem soberania sobre os recursos biológicos, incluindo a controversa “zona de exclusão” que o Reino Unido tem mantido em torno das ilhas desde a guerra de 1982.

“De 1983 a 2015, o governo das Ilhas [Malvinas] cobrou royalties de pesca no valor de US$ 147 bilhões (R$ 677,3 bilhões), três vezes o que o governo de Mauricio Macri pediu ao Fundo Monetário Internacional (FMI). Quantas escolas, quantos planos de alimentação, quantos hospitais a República Argentina poderia ter construído?”, questionou, indignado, Esteban.

O veterano e escritor de guerra explicou que a época alta da lula está começando agora mesmo, e o governo britânico está prorrogando as licenças de pesca por 25 anos. “Está a ocorrer uma depredação da nossa fauna”, avisou.

Um caminho para “o fim do colonialismo”

“Para entender a reviravolta de 180 graus que se deu, é preciso analisar algumas ações insensatas promovidas pelo governo de Macri, que, embora pareça incrível, pretendia fazer com que nosso Estado, que atualmente tem um conflito soberano com o Reino Unido, se comprometesse a remover os obstáculos que impedem o desenvolvimento sustentável das ilhas, e a fortalecer a posição britânica, o que também está levando a um processo de militarização e proliferação no Atlântico Sul”, disse Dachary.

Esta mudança está ocorrendo no contexto do Brexit, a saída do Reino Unido da União Europeia, que poderia deixar as ilhas do Atlântico Sul vulneráveis à perda das isenções tarifárias de que desfrutavam como membros da comunidade comercial.

Desde 1965, as Nações Unidas adotaram uma resolução que reconhece a disputa entre o Reino Unido e a Argentina, e convida as partes a uma resolução pacífica através de negociações bilaterais, e levando em conta os interesses dos habitantes das ilhas. O Estado britânico, que detém as ilhas desde 1833, tem se recusado a dialogar, especialmente desde o início da guerra, em 1982.

“Acreditamos que é essencial reorientar a questão das Malvinas como o principal ponto da agenda, de acordo com nosso mandato constitucional, especialmente neste novo cenário internacional, que representa claramente uma oportunidade para procurar reverter décadas de exploração e uma situação que tem sido denunciada como puramente colonial”, insistiu o responsável.

“Estamos buscando uma reafirmação do nosso direito soberano, com um apoio que temos que recuperar na região, com fóruns internacionais, mas particularmente com o Comitê de Descolonização da ONU, para que o Reino Unido respeite a resolução e se sente para dialogar e acabar com uma das 16 colônias que ainda existem no planeta”, concluiu Esteban.
